When water is split to produce hydrogen can the byproduct (oxygen) be bottled as fuel too?

Prohibitive cost of electricity may be the stumbling block of hydrogen production. Suppose a process can be found to produce cheap electricity will it not encourage industry/s to use cheap renewable alternative hydrogen as a fuel?
